Modern ASTRO 25 is an Integrated Voice & Data network — the same channels that carry calls also carry GPS locations, text messages, and over-the-air programming. The rule that keeps it safe: voice has absolute priority. Push data at a busy channel and watch what actually happens — the data queues, the codeplug push stalls, and not one voice call is ever blocked.

Behavior modeled on Motorola ASTRO 25 IV&D / POP25 documentation and TIA‑102 packet‑data concepts (System Release 2024.1 baseline). Voice preempts data; interrupted OTAP resumes after the call. Data services ride Phase 1 FDMA packet data even on Phase 2 systems. Teaches the model, not a specific system's timing.

How the data rides

The rule that matters

In an IV&D network, packet data (GPS, text, OTAP, OTAR) shares the traffic channels with voice — but voice preempts data, always. Trigger a call and the data burst freezes mid-transfer, the slot flips to voice, and the OTAP push queues until the channel frees, then resumes where it left off. The penalty is data delay, never a blocked call. That's why you push big codeplug updates on a quiet channel or overnight.
